Данный урок знакомит со структурой и полномочиями британского парламента. На нашем уроке была использована технология развития критического мышления, которая относится к личностно-ориентированному подходу в обучении. Она включает в себя три стадии: стадии вызова, осмысления, рефлексии. На стадии вызова, основной задачей которой является мотивация обучающихся к работе и актуализации ранее полученных знаний, составляется кластер, где обучающиеся предлагают свои ассоциации со словом «парламент».

«Один день в Британском парламенте»

Цели:

образовательная – систематизировать знания обучающихся о структуре и полномочиях британского парламента;

развивающая – развивать способности сравнивать, формулировать выводы из полученной информации;

воспитательная – способствовать формированию интереса к актуальным  проблемам политики.  

1. Слайд 1. Оргмомент – 1 мин.

2. Слайд 2. Слово учителя английского языка – 1 мин. We've already learnt some things about British political system. Today we'll continue the study of this topic and spend one day in the British Parliament. It's rather a difficult theme, that's why your teacher of history will help us examine this problem. Слайд 3. Видеофрагмент (гимн): 0:20-0:45, 4:30-5:00, 6:58-7:40 (1:37 мин.)

3. Стадия вызова – 2 мин. You are divided into 3 groups. Every group should make up its claster. What is associated with the word "parliament"? Open your exercise books. You have 2 minutes for this task. Если обучающиеся называют «Великую хартию вольностей», слова учителя: «We'll speak about the Magna Carta in details». Если обучающиеся не называют «Великую хартию вольностей», слова учителя: «As for me, the word Parliament is associated with the Magna Carta». Слайд 4. We'll get some new information about the Magna Carta.

4. Слайд 5. Слово учителя обществознания – 2 мин. Великая хартия вольностей (лат. Magna Charta Libertatum) — грамота, подписанная английским королем Иоанном Безземельным 15 июня 1215 года.

Большинство пунктов Хартии было отменено более поздними Актами парламента; в силе остаются 3 пункта из 37.

Подписание великой хартии вольностей стало результатом поражения короля в борьбе с восстанием баронов, которые были недовольны усилением королевской власти.

По сути, великая хартия вольностей представляла собой договор короля с оппозицией, которой гарантировалось соблюдение определённых прав и привилегий.

Великая хартия вольностей была аннулирована Иоанном уже в том же году, что и была подписана, однако в последующем подтверждалась королями Генрихом III, Эдуардом I и Эдуардом II.

Великая хартия вольностей сыграла значительную роль в Английской революции, будучи использованной парламентской оппозицией. Хартия создавала комитет из 25 баронов, которые в случае ее нарушения королём имели право начать против него войну.

Особое значение в великой хартии вольностей имеет 39 статья, в которой запрещались любое ущемление прав феодалов, иначе как по законному приговору.

Великая хартия вольностей является частью британской конституции.

Let's give the definition of the Magna Carta in English. Слайд 6. The Magna Carta was an agreement between the King and his barons. It limited the King's power.

5. Осмысление – 20 мин. Слайд 7 – 17. Используются 3 текста разного уровня сложности. You've got 3 different texts about the British Parliament. Every group should read its text and then we'll discuss them.

Welcome to the Palace of Westminster. It’s the place where the British Parliament sits. It’s also called the Houses of Parliament because there are 2 Houses: the House of  Lords and the House of Commons. Now we are in the Chamber of the House of  Lords where the seats are red. Please be quiet and don't sit on these red benches. The Chamber of the House of  Lords is also called the Parliament Chamber,because every year when the Queen comes to open Parliament ,all three parts of Parliament come together here for the Queen’s Speech. The Government writes this speech for the Queen. In the speech the Queen

tells Parliament about the Government’s plans for the next year. She sits on the throne. You can see a big red cushion. It’s, actually, the famous Woolsack. Yes, there is wool inside it. It’s a part of a very old tradition which started in the 14-th century. It’s in Parliament to symbolize the importance of wool to the British economy at that time. The person who usually sits on the Woolsack is the Lord Chancellor. He presides over the House of  Lords.

        Now we are going through into the House of Commons where MPs make decisions on new laws. By the way, the seats are green here. Members of Parliament are more important, because they represent all the people of the country. They have to have a general election at least every five years. People vote for an MP, and the party which has the most MPs wins the election and forms the government. Their leader becomes the Prime Minister. Officially the Parliament appoints the Prime Minister. He chooses Cabinet and non-cabinet ministers. They are all collectively responsible for government, the executive branch, and individually responsible for their departments.

        Now look at the floor. Can you see the red lines in front of the benches on each side of the chamber? That’s part of a tradition too. The distance between these two lines is two swords’ lengths. In the old days when MPs used to carry swords, it was dangerous if they got angry with each other. So these two lines are here to remind MPs that they shouldn’t start a fight, and they can’t go over this line when they are speaking in a debate. When the House of Commons is sitting, the Mace is put on the table.

        Do you see two long narrow corridors on your left and on your right? They are very important for the whole country because MPs come here to vote on bills for new laws.  On the left there is the “ aye “, or yes, lobby. MPs who agree with a bill go there.  On the right there is the “no“ lobby for MPs who want to vote against the bill. So in the British Parliament MPs don’t vote by pushing a button, they vote with their feet.

Great Britain is a parliamentary democracy with a constitutional monarchy. The queen is the head of state but she has no real power. She acts on the advice of her ministers. She even can’t disagree with a new law. The last time it happened was in 1707.

In fact Parliament rules the country. Parliament makes laws. The British Parliament sits in the building which is called the Palace of Westminster. It’s also called the Houses of  Parliament because there are two Houses: the House of Lords and the House of Commons. The members of the House of Lords are permanent and non-elected. The Lords can revise and even delay bills. But the House of Commons is more important. The members of the Commons are elected by the people and they have much more real power. They control the executive branch and discuss the most important problems. The largest party in the Commons forms the government and it’s leader becomes the Prime Minister.

The Prime Minister chooses Cabinet and non-cabinet ministers. By the way, Margaret Thatcher, “The Iron Lady”, was one of the UK’s most powerful and competent Prime Ministers, from 1979 to 1990.

The main British political parties are the Labour party and the Conservative Party.

The members of палаты общин (7) are elected by the people and the members of палаты лордов (8) are permanent and не избираются(9). The party which has the most MPs wins выборы (10) and forms правительство(11). Their лидер (12) becomes премьер-министром (13). The Commons is более важная (14) of the two Houses. Королева (15) is the глава (16) of  государства (17). But she has no real власти (18). In fact Parliament управляет (19) the country. Parliament издает законы (20).
