T.: Teacher: Now, my dear students, it’s time for a big surprise! Today we are waiting for a foreign guest. He’s a student from England. And here he is.

Guest:  Hello, guys! My name is John. I’m from England.

All Students: Hello, John! We are very glad to meet you. You are welcome!

S: In Russia there is a tradition to meet guests with bread and salt. Help yourself!

Guest: Thank you very much.

Teacher: John, tell us something about yourself.

Guest: Ok. I am a student. I am fond of history and languages. Actually, I’m very interested in Russian culture and traditions. And I can speak Russian …a little bit. But it’s like a challenge for me.

Teacher: I think you are just in time. We are talking about Russia today and you should join our conversation.

Guest: Thank you. Can I ask some questions then?

Teacher: Certainly.

Guest: So, could you tell me anything interesting about Russian traditions? …in English of course.

S1: Russia is rich in customs and traditions. We celebrate lots of nice holidays like New Year, Women’s Day, Defender’s Day, Victory Day, Easter and Shrovetide.

Guest: Sorry, what do you mean by “Shrovetide”?

S2: It’s a winter festival. It symbolizes that the winter is over and the spring is about to begin. We usually make a model of a guy and a big fire. Then, we put the guy on top and burn it.

S3: And we always eat blini (pancakes) with jam, caviar or butter and have fun!

Guest: It sounds great! It’s like our Bonfire Night. We celebrate it on the 5th of November. And do you have any special holidays you celebrate here in Norilsk?

S4: Of course, we do! My favorite is the City Day. By the way, next year we’re celebrating the 65th anniversary of Norilsk. Each time when we celebrate this day famous pop singers come to our place and make a performance. Then we enjoy the fireworks. It’s always cool!

Guest: Great! Is sport in your country as popular as it is in Great Britain?

 S5: Russian people are a very sporty nation. We love doing sports. Our favorites are football, hockey, snowboarding, skiing and swimming.

S6: As for our city, young people love being active too. We have lots of opportunities here. (=We have lots to do here.) In winter we go snowboarding, alpine-skiing, rock climbing… or just sled, ski or skate.

Guest: I’ve heard that the winters in Norilsk last 7 months. What do you usually do to keep fit?

S7.: In summer and autumn we always go to the countryside and enjoy the nature. We also go camping. It’s fun! Our nature is great and colorful in autumn. Many people like to go mushroom hunting and picking up berries, hunting and fishing.

Guest: Now I see that you’re very active. 

S8: Yeah, and my mom always makes homemade jam. Yummy!

Guest: I’ve heard a lot about the Russian cuisine. It must be very tasty. What would you recommend me to try?

S9: We like eating blini (pancakes) with honey, caviar or sour cream, different soups (like shchi and borshch), pirozhki, pelmyeni served with mustard, butter, vinegar or sour cream. Russian people eat brown bread with nearly every meal. And potatoes of course. We like eating potatoes very much.

S10: The greatest Russian love is tea. We drink tea with milk and  homemade jam (varienye), baranki and pirozhki (baked pastry with some filling).

Guest: Have you got any special dishes here in Norilsk?

S11: Certainly. Venison is very popular in our city. It’s very delicious [dɪ'lɪʃəs]. Our northern fish is worth trying too. So, you should try our soguday (it’s a dish made of fresh northern fish)

Guest: I have a lot of friends. And they will be happy to get a present = (a souvenir) from Russia. What would you recommend?

S12: Tourists usually buy such traditional Russian souvenirs as beautiful mugs, plates and spoons from the village of Khokhloma, Palekh boxes and Matryoshka dolls.

Guest: I like your city very much. What can I visit in Norilsk?

S13: Norilsk isn’t big. There are some places of interest here. The museum of Norilsk is worth visiting. Here you can learn the history of the city, the exploration of the North, the culture of the peoples in the North. The Mayakovski Theatre is the place where citizens like to come.  Lenin Street is the main street of the town. Dudinka is a port on the Yenisei.

S14: Kayerkan is famous for “Nadezhda” – a very big metallurgical plant where many qualified workers and engineers work.

Kayerkan is sometimes called the valley of death because of cruel snow storms where people disappear. Norilsk Nickel operates here.  It’s a mining and metallurgical company.

Guest: Thank you very much, guys. It was really interesting.

T.: Thank you, John. And I’d like to invite you to join our conversation. Because we’re talking about the political system of Russia today. And it may be interesting. We have got lots of nice things to do.

The Russian Federation is set up by the constitution of 1993.

    Under the Constitution Russia is a presidential republic. The Federal Government consists of three branches: legislative, executive and judicial. Each of them is checked and balanced by the President.

    The legislative power is vested in the Federal Assembly. It consists of two chambers. The Upper Chamber is the Council of Federation; the Lower Chamber is the State Duma.

    Each chamber is headed by the Speaker. Legislature may be initiated in either of the two Chambers. But to become a law a bill must be approved by both Chambers and signed by the President. The President may veto the bill.

    The President is commander-in-chief of the armed forces, he makes treaties, enforces laws, appoints ministers to be approved by the Federal Assembly.

    The executive power belongs to the Government which is headed by the Prime Minister. The first action of the Prime Minister on appointment is to form the Cabinet.

     The judicial branch is represented by the Constitutional Court, the Supreme Court and the regional courts. The members of the Federal Assembly are elected by popular vote for a four-year

period.

The Russian Federation is a Presidential (or a constitutional) republic. The President is the head of the state and is elected directly by the people. In fact he has much power, he controls all the three branches of power. The President can even dissolve the Duma if he doesn't agree with his suggestions three times running. The President has his administration, but it's not part of the Federal Government. The President is involved in the work of the legislative and executive branches.

The Federal Assembly represents the Legislative branch of power. It's made up of the two houses: the Federation Council and the State Duma, which make laws. The Federal Assembly is also called the Parliament, but it's not its official name. Both chambers are headed by chairmen sometimes called speakers. The Duma consists of 450 deputies (one half is elected personally by the population, and the other half consists of the deputies who are appointed by their parties after voting). The members of the Federation Council are elected on a different basis. There are two representatives of each subject of the RF (89 subjects). Every law to be adapted must be approved by the State Duma, the Council of Federation and signed by the President. The President can veto laws passed by the Federal Assembly, but it can pass laws over the President's veto a two-thirds majority.

The Federal Government represents the executive branch of power. The President appoints its head, the Chairman of the Government, but the Duma must approve his appointment.

The juridical branch of power consists of the Constitutional Court, the Supreme Court and lower Courts. The responsibility of the Constitutional Court is to analyze the new laws to make sure they correspond to the laws of the state. The Constitutional Court has the right to declare actions of the President, the Federal Assembly and the Federal Government unconstitutional. The Supreme Court is the highest instance for civil and criminal cases.

The Flag of the Russian Federation

The Russian flag is sometimes called the IMPERIAL FLAG. It consists of three equal stripes of white, blue and red. The first flag of this design appeared more than 300 years ago. Peter the Great adapted the flag from the National flag of the Netherlands. Later a black two-headed eagle on a golden background was added to the flag of Russia. The flag existed until the revolution in 1917. In the nineties, with the democratic changes, the three-colour flag was restored again.

On 21 August 1991, the flag was officially adopted by the Russian President and the Russian Parliament. In Russia the colours of the current flag symbolize:

  • white — frankness and generosity- искренность и благородство
  • blue — honesty and wisdom- честность и мудрость
  • red — courage and love- смелость и любовь

The Emblem of the Russian Federation

The Russian National Emblem is the golden DOUBLE-HEADED EAGLE. Above the two heads of the eagle, there is a crown.

The first emblem of the double-headed eagle was introduced in 1480, by Prince Ivan III. It was at the time of the establishment of the Russian state system. It symbolized the supreme power and sovereignty of the state. Since then, the double-headed eagle is the main part of the emblem of our country. But now the crown is a symbol of the sovereignty both of the Russian Federation (as a whole) and of its parts (subjects of the Federation.)
